I have the honour to report that on the 6th

instant the Captain Superintendent of Police went on board the Japanese steamer "Tenyo Maru", then about to sail for Shanghai,

in order to satisfy himself of the truth of a report that a

Chinese named Ngan Kai-ho, who according to Chinese rumour

took a prominent part in the recent affray at Dutch Folly

described in my Confidential Despatch of the 28th ultimo, was

leaving the Colony by the steamer, Mr. Messer went to cabin

No. 138 where his information led him to expect to find Ngan.

He did not find his man but found three Chinese there, the

notorious revolutionary Wan Chung-iu and two others Li Tin-mo

of Sze Chuen and Wong Cheung-hing of An Hui. On a desk in the cabin was a letter in an open envelope stamped Japanese Con- -sulate-General and addressed in Chinese to Wan Chung-iu. All

three occupants of the cabin disclaimed the letter, although

it was addressed to one of them, and Mr. Messer there and then

„took a copy of it. I attach a reproduction of this copy in

which have been inserted the Cantonese transliteration of the

Chinese names.

Lung Kai-chiu is the well-known revolutionary

at present closely associated with Sham Tsen-huen, aspirant to

the Presidency of the Southern Chinese Republic. Tseng Chun
